I am a 5th generation New Mexican, born in Albuquerque, raised in Belen, and across the midwest of the United States. I have a BS and MS in Physics from BYU-Provo, and a MS and PhD from University of California Davis/LLNL in Physics-Applied Science.
I worked at Lawrence Livermore Laboratory from 1977 to 1981 and as a staff member at Los Alamos National Laboratory from 1981 to 2012. I led the Treaty Verification Technologies Office at the Defense Threat Reduction Agency in DC from 2012 to 2017. I have been retired since 2018, am currently Secretary of the Los Alamos County Republican Party. I am an active member of the Los Alamos Faith and Science Forum, having served on the board of directors for two two-year terms.
I served as the Chairman of the 26-nation Open Skies Sensor Working Group in Vienna Austria from 1994-1997, and successfully assisted this international treaty to come into force.
I served as science advisor in Department of Defense to three Pentagon Secretary of Defense organizations: AT&L:Arms Control, Implementation and Compliance; AT&L:Counter Proliferation; and USD Policy:Nuclear and Missile Defense Policy from 1994-2000.
I received the 1990 Hubert Schardin Gold Medal from the German Physical Society for his work in ultra high speed X-ray photography.
I led the Los Alamos team that enabled the LANL/USAF AngelFire wide-area tactical surveillance capability to be fielded in Iraq in support of the US Marine Corps.
I have been active in the Church of Jesus Christ of Latter-day Saints (LDS) all of his life. I attended LDS seminary from 1965-1969. I served a Cantonese-speaking mission to Hong Kong from 1971-1973, and have held many responsible church assignments over the years. I am an avid student of the scriptures. I currently serve as staff in the LDS Albuquerque Temple on a weekly assignment.
I and Rebecca, my wife of 50 years, have been blessed with 9 children and 20 grandchildren. This was no accident, but the fulfillment of a promise from God, “Your children will be the greatest blessing of your life.”
We consider ourselves in God’s service and try to do all He asks of us. I have been selected, invited, and elevated by others into ALL of my professional positions and assignments through my life, and have felt God’s assistance and direction frequently.

I am enjoying your website – reading the cover page down and working backwards on the articles.
Your article on time impresses me with the same thoughts I have on the subject. Having been a Satellite Engineering Officer with the 2nd Space Operations Squadron for the Command and Control of the Global Positioning System (GPS), “time”, its measurement, tracking and transmission of reference points to it, are today, fundamental to so much of our global/world wide society. From personal experience I have seen what we call “inspiration from God” in the development and care of the GPS – the only non-destructive military system free for use by everyone on the earth and in near earth space! Think about how pervasive GPS is in society.
Time – the more we learn about it, the more we need to know about it!
